Strong Hire means: both problems solved cleanly with time to spare, excellent communication, optimal or near-optimal solutions, and the interviewer would want to work with you. A Strong Hire in one round can compensate for a Lean Hire in another. Two Strong Hires almost guarantees an offer. The goal is not perfection. It is consistent performance across all rounds. One bad round can be overcome. Two cannot.
