When using VLSM, allocate largest subnets first. Start with your biggest requirement and work down. If you need one , two s, and four s, assign the first. Then assign s from remaining space. Finally, carve out s. Going small-to-large risks fragmenting your address space and running out of contiguous blocks for larger subnets.
