A port in blocking state does not forward user frames. It receives and processes BPDUs so it knows the network topology. If the port receives a superior BPDU, it stays blocked. If it stops receiving BPDUs or topology changes make it the best path, it can transition toward forwarding. Blocked ports are not dead. They are standby paths waiting to activate. You might see blocked ports labeled as 'Alternate' in RSTP, but the concept is the same.
