When Order Doesn't Matter

(The core idea)

Imagine picking 2 people from Alice, Bob, and Carol for a team. Picking Alice then Bob gives you the same team as picking Bob then Alice.

With permutations, AB and BA count as different arrangements. With combinations, they count as one selection. Order is irrelevant.

If you care about which person is team leader, use permutations. If you only care who is on the team, use combinations.
