Most people guess the probability is much lower. With 365 days and only 23 people, a match seems unlikely.

But there are (23 choose 2) = 253 pairs of people. That is a lot of chances for a match.

This same logic applies to hash collisions. With a modest number of items, collisions happen sooner than you expect.
